There is a app for that
People
who have smart phones can carry a complete severe weather alert
system wherever they go. The American Red Cross has released its
Tornado App for smartphones. Besides warning people in the path of a
tornado, it can also turn a phone into a survival tool. The app can
use the camera flash and a siren to guide rescue workers to trapped
storm victims. It can also let friends and family know the cell phone
owner is safe. By linking the user with an "I’m safe"
button, a person can sending it out to social media, text messages,
and email. The free app is available for iPad, iPhone, and Android
phones. You can also add other apps including first aid, hurricane,
and wildfire alerts.

I like the idea for any scenario that cell phone service is still available, and it doesn't cost any extra beyond the phone. My only concern is that it wont be able to upload to social media, if a regional disaster occurs and cell towers are down.
